Oh contrare, mon frere. There was no formal 'plan' presented... merely the quite reasonable suggestion that any money raised by a suggested tax hike on gasoline purchases be returned to the American people in correspondingly *lower* taxes elsewhere, to keep the tax change 'revenue neutral', i.e., to raise no more money net then presently is being raised.

I'm sure, of course, that there could be a variety of different ways to implement such a proposal...
