You can see that terrorism is first with 89 percent. But then health care costs is 88 percent. So, yes, terrorism is first but so what.

If you combine Iraq and terrorism you get a third of the population putting it first. That issue may be a winner for Rove but he needs some other issues, too.

I don't make any claims about the details of these polls, only the general results. I'm only trying to make the point that top priority isn't all it's cracked up to be.
