Why? If the dollar declined in 2002 vs. the Euro, it would cost OPEC nations more dollars to buy goods and services from the EU. The 88.3% vs. the 28-percent-less-than-88.3% figures seem to be about the proportion of goods and services that OPEC nations import from the EU and the US
