Some interesting historical figures:

During the Carter years, total debt as a percentage of GDP actually fell to 33.3% by 1980. Then Reagan got Congress to cut taxes and by the time Reagan left office, the debt as a percentage of GDP rose to 53.1%. During the Presidency of George HW Bush, that number rose to 67.3 % peaking at 67.3% in 1996. As the economy boomed in the late 1990s, the percentage dropped to 57.4%. Under Bush 2, that number has now swelled to 65.7 % and will continue to climb.
