Where there is a complete vacuum, it is possible for new ideas to flow in quickly. Japan, in it's utter destruction, was a huge vacuum for ideas and new structure. I think in that it is fairly unique. Most civilizations don't fall so catastrophically, nor have such a inrush of new material to fill the void. Had Japan been defeated, but not reconstructed by the West, I think other ideas could have filled the void.
