Th UN Secretary General position has historically rotated among the continents, each one getting two terms. The tragedy of Kofi Annon came on the heals of the kleptocracy of Butros Butros Gahli. Kofe should have only been allowed one term to fill out the African two terms.

I am not sure when North America's turn is, Canada might demand a right to appoint. Even Mexico and the carribean might be in the mix. Can't you see Castro getting to appoint? He might pick Clinton.
