Enough of the well paying jobs left that they fell below the threshold. You need a core of solidly middle class to attract companies that offer good jobs. Companies that offer well paying jobs are dependent on attracting and keeping people who can be picky about the area they live in. So between the rise of low wage jobs and concern over the schools in Oklahoma due to their emphasis on teaching creationism, Tulsa just isn't as attractive as it was.
