Yes, I was referring to the Grocery Store example.

Like GC patrons, some tranactions are bound to be more complex than others, some judges/clerks are bound to be more efficient than others, etc.

As a practical reality, some judges are rubber stamps for the government, they'll sign anything, others are very persnickety, I don't know whether any such judges are on that particular bench.

If we can get information suggesting that most requests are handled within a day or a few hours, I would say the court is efficient, but I don't see that kind of information. I have noted a statutory duty to act quickly, however, and I'm sure the judges take that directive seriously.
