I think part of the "popularity" of a president, depends on luck. I don't think we need to screen out for that. It's just the way it is. A president, just like a regular person, can look a gift horse in the mouth- if they don't, if they take advantage of their luck, I'm not going to penalize them for that in this system. I suppose you COULD do that- but then you get in to the realms of the really subjective- who is inheriting what from their predecessor? What is a result of the predecessor and what is the result of macroeconomic cycles, and what is the result of Acts of God, and so on...

No, I think I'd rather just leave it at popularity, and be done with it.
