If the vote were held tomorrow without a year of Rovian spin, the basic motivation would be anti-incumbent and the Republicans would lose pretty noticeably.

Maybe, maybe not, but the elections are not being held tomorrow and Rovian spin may or may not be a factor in the next election.

Their saving grace is their ability to mount a smoother and slicker campaign over time, running up to a presidential poll

Exactly, and this is where the Dems fail.

But without a clear leader and voice (since Bush will have to keep mum for most of the campaign period), they will simply be less disorganized and shrill than the Democrats. Hardly a positive platform.

Perhaps, but I think a Giuliani or a McCain, especially a Giuliani, will have little trouble with whatever candidate the Dems put up, especially if it is Hillary who carries a ton of negatives. Heck, she might very well lose NY if Giuliani is her opponent.

These are hard things to predict, but I'd say the '08 elections don't presently look very good for the Dems. The only thing in their favor is anti-incumbent fervor and perhaps more difficulties for Bush. You'll note that Giuliani has kept away from W and McCain is viewed as truly independent.
