I thought it would have been self-evident -- why it happens and what we should do to prevent it are, clearly, the prime concerns. Indeed, is there a propensity within all of us, or within our political systems, to do such ghastly acts as a holocaust or genocide?

I don't know if you're aware of the now classical experiments of Stanley Milgram, which he performed at Yale in the 1960s and 70s, and in which he showed that blind obedience to authority, or presumed authority, was, in fact, the prime factor in the Nazi Holocaust. Furthermore, he identified that the same propensity existed in ordinary Americans. He concluded that to prevent it happening again it is essential to question ourselves and our ability to be violent and, indeed, by merely being passive and accepting what government or anyone else tells us to do we are tacitly allowing it to happen again.
