Reminds me of a psychotic boss I had once who would erupt in a bout of bizarre behavior in front of her staff, then start blaming everyone for reacting badly. It was our problem for getting upset at her ranting, a problem we had to get over. It was a useless, transparent trick when she tried to use it. No one believed her. But when the tactic is used by a high-soundin' Washington "official" and repeated often enough, the doubt can work its way into the public debate. Then who actually provoked much of the anger with divisive policies vanishes in the haze of fingerpointing.
