All presidents since Johnson have had their hands in the social security cookie jar in the sense that they count the money collected in SS payments as tax revenue. This is wrong and never should have been started. The 3 wars of juniors should be on the budget too. All money going out and all money coming in should be part of the budget. The social security insurance payments should not be considered to be part of the money coming in because the money isn't to be spent on budget items.
