Grace -- I agree entirely -- now imagine a world where the infrastructure gap is narrowed (or reversed) and ask yourself whether a more productive Indian research scientist will make more than an American one. As for where we are on developing a global market for talent, it is taking shape a a very rapid pace. A person 21 years old today should certainly expect to live much of his or her life in a world where the market for talent is more or less global.
