Even Native Americans lived with the philosophy of take only what you need. They did not live with zero impact on their environment, just low impact. If anyone could bid to manage the forests but they had to take responsibility then the waste of burned down deadwood, and the homes of people living near forests would slow down. It is sad to see a beautiful forest burn to the ground. It may be beautiful to see it take root again, but you don't have to burn it to see young trees sprouting.
