Nicely put. I created a very long post discussing everything from food and medical regulation, to the regulation of environmental polutants- but then I erased it and just gave up. Your post nicely sums up what I wish mine had said :-)

Government has a different imperative, to maximize the well-being of the citizenry.

I am not going to equate what you are suggesting to communism, but communism had a similar argument. It sounded good on paper, but it just didn't seem to work. Maybe it was the execution. Until we get a better handle on human nature, I don't think we should experiment with giving government more authority than what is absolutely required.
