There is always a review when a foreign company buys another company with operations in the US. I have seen many deals rejected by various White Houses for a number of reasons, including competitive impact, security, labor, management practices, and so on. Historically, it doesn't take much to have a deal rejected.

I once saw a deal rejected by the WH because the holding company of the foreign buyer had an officer who was in the German army in the forties. It doesn't take much to knock the typical deal down.
