That's an interesting point, since DC has such a rule, and I'd like to know how often delivery companies such as FedEx or UPS file suit against a homeowner for slipping on ice while delivering packages to a home. I'd also like to know how often other nondelivery people take any expensive legal action against an elderly homeowner or any homeowner who hasn't had time to clear the sidewalk--hey, maybe the homeowner is at work or out of town when it snows.

Again, it always seems to boil down to risk factors when considering the purchase of insurance.
