Of course an radical Islamic worker with no criminal record and no history of supporting terrorists could also get a job with an America, Asian, or European company operating the docks.

You're right. Nobody knows what International incidents could develop which would precipitate or encourage an opportunistic response.

Nor is the Port Authority a stranger to corruption:
