The fact that other Administrations have been guilty of similar crimes does not negate the fact that this Administration has been a flagrant violator and must be held accountable. When a property owner is warned repeatedly about faulty wiring in his building and does nothing to correct the problem, only to collect a huge insurance payment after the building burns down, he is guilty of gross negligence.
