During the Clinton years, there was a plan to assassinate Osama Bin Laden when he was on a hunting trip. They cancelled the plan because one of his hunting partners was one of the Emirs of Dubai! How much closer can they get to terrorists!

Not sure what you base that on... but there is this:

So, let's see what we do know: un-Democratic regime, a Monarchy. Accused by 9-11 Commission of poor cooperation with US authorities in tracking down funding for terrorism. Waystation for most of the 9-11 attack funding. Heavily influenced by radical Wa'habbist theology, two of the 9-11 attackers called it home. and, as Baldie pointed out, the RULERS of this country have been ALL FRIENDLY with bin Laden in fairly *recent* times... going on 'hunting trips' with him in the desert, etc:

Now, as far as your contention that "before and during the war with the taliban, Dubai evidently was supporting OUR efforts and not the taliban." That is only *half* right (maybe not even that). They did not oppose the Tailban BEFORE the US war... they financially SUPPORTED the Taliban at that time, and were one of only a handful of countries on the face of the Earth to OFFICIALLY RECOGNIZE the radical Theocratic government in Afghanistan.

Then, there is the nuclear angle... casting some doubts about either their 'security chops', or else their political sympathies:
