They need a sacrificial lamb to come in and be the scapegoat for trying to clean up the current mess. The recognition of the problems occurs under the next administration. Both parties can then posture for a return to the White House in the subsequent election.

Why was Greenspan visiting the White House so many times during Bush administration? I don't think it was to see Jeffrey Gannon.
