Maybe these exceptions prove that it requires particularly fine and foresighted government,

I suspect the difference is that they work better in small, homogeneous populations.

I would discount the microstates since they are easier to manage. I don't know that much about Scandinavia apart from the oil and gas revenues Norway enjoys that makes a lot of their welfare state possible. I would like to hear more about Sweden's model.

But with only 9 million citizens, you are talking about the equivalent of one large city elsewhere. Norway only has 4.6 million.
