So the Australian government is responsible for the riots and violence because the first (or at least the earliest still active) anti-discrimination law in Australia was passed in '75?

What a ridiculous idea.

I said it was responsible for protecting the rights of the minorities it invited to the country. It did not start doing that until nearly 30 years after the first immigrants landed in Australia. So yes, they are responsible in part for the current riots and the violence. They share that responsibility with the upper classes who wanted cheaper labor for their factories and warehouses. Nobody cared that tensions would be fueled and eventually would develop into considerable animosity between long time Aussies and the new immigrants.

Do you ever see the wealthy having to go into the streets to get the attention of the gov't? Of course not, what a laughable suggestion. Do you ever see fighting break out between the wealthy and some other group? How ridiculous.....no way. Do you ever see the wealthy demonstrate for better living conditions or better anything? Why would they?

The answer to all of the above is no. Its no because they have everything wired to their benefit including the gov't.
