O'Reilly's case was that Ansar-al-Islam, which is based in Kurdistan, got caught with ricin in London. Ricin is considered a WMD. Of course, because of the no-fly-zone, Saddam had no control over Kurdistan, nor did he have anything to do with Ansar. Of course, O'Reilly has "facts."
