You're trying to split a hair that's too fine for me to see, either that or not objective in the weights you assign. Formula, while perhaps not the healthiest of choices, is not unhealthy. There are plenty of foods that are way less healthy than formula, including cake. If you can ban the distribution of formula, you can ban the distribution of at least half the foods out there. If there's a principle underlying your position, it's way too subtle for general applicability.
