If the troops do anything wrong, blame the brass, except for isolated cases. In fact, blame the civilian policy-makers who are in charge of the top brass.

You are wrong. In 1971, Kerry stated to congress that US troops had been involved in atrocities. The rightwing spin machine turned that into "Kerry accuses the troops" of blah blah. In reality, Kerry was repping the troops who wanted those stories told, and in the vast majority of cases, they were simply following orders. Almost every atrocity in 'Nam was the fault of the top brass and Pentagon-CIA chiefs, ultimately being the fault of Nixon.
