What public subsidy? Remember, in the US the hospitals aren't owned by the government. The formula manufacturer, the hospital, and the patient are all private entities. The government is not involved until and unless they pass a law prohibiting this free association.

And it should absolutely be the public stance not to in any way encourage or support the use of artificial, inferior and expensive substitutes for the cheap, natural and superior real thing.

I agree with that. But not taking action to make something illegal is not encouraging it. We don't make it illegal to go outside in the winter without a heavy coat. That doesn't mean we're supporting going about in freezing weather in one's shirt sleeves. It's just that we leave people to deal with such things out by themselves.
