The Chinese plan is to drive down the cost of making phones that run on their TD-SCDMA network... making it seem EXPENSIVE to make phones for GSM and CDMA networks used elsewhere. If their power play works, other countries will have to switch technologies and start paying China for TD-SCDMA licenses.
