I think your common sense is correct, but the security procedures are laid out by some group other than the ones managing the port, and the security people are not in the group managing the port. It sounds sort of like operating a port is similar to being an administrator in a city. You gotta make sure the trash gets picked up and the busses roll and the government employees get paid, but you don't run the police force or write/enforce the laws, someone else does that.

I have no problem analyzing the situation more closely, I just think the knee jerk objectors don't really know what they are talking about. You can hear it in their language (we gotta look at this more closely!!!).
