Yep, Rumsfeld has been the proponent of less is more. He's the architect of these wars...no doubt. He used his sway to over-rule the generals. Then he lied and said that the force levels used were exactly what the generals wanted:

As for Afghanistan, the country is sparsely populated, so less troops would be needed to maintain order. But even with that, they underestimated the number of troops needed to capture bin Laden.

It's clear that the plan for keeping the peace was not well thought out. And the troop levels and equipment levels were way way too low.
