If she is having trouble with milk she needs to get in a lactation consultant pronto- giving the baby formula just reduces the liklihood that she will ever breast feed successfully. I had trouble with my first- but we called in a consultant- and it all worked out. I breast fed my first for 2 years, and the next two for a little over a year each. The younger two just couldn't stand to see the older kids eating and not have some- but none of my kids ever had any formula- they never had any ear infections as babies either, or any intestinal problems... :-) But I think the very best thing about breast feeding is the bond it forms between mother and child- no one who has not nursed a child is going to understand that, unfortunately, (and since that kind of bond doesn't make anyone any money, no company will care about it) but it is the most important aspect, imo.
