Troops must be allowed to fire back once there in the field, but in urban areas it does get very messy. If a sniper fires at US troops, the policy is to bring down the entire building where he is hiding.

There have been many overkills in Iraq, but now the US military is restraining itself because, as Murtha said, this is more a civil war than anything else, and we cannot take sides. In other words, FUBAR like Vietnam and no hope of Bush's "victory".
