Are you nuts? Why would you think such a horrible place would be a good idea? Before NZ brought in the big welfarism of the 1980s and 1990s, child killing was near-zero. There were probably some but I don't remember them.

It's not a choice of Rio or NZ's style child cruelty. Neither is necessary, as we had in NZ for decades in the early 20th century before welfarism got going.

The cause is welfarism in NZ. Get rid of that and the problem goes away because people will adopt abandoned/unwanted infants who won't come with a ticket around their neck entitling the possessor to taxpayer funds. Those who don't want and love their infants will get rid of them, as they used to do. Those who can't afford their babies will have to get their families to help them if the families think them worthy.
