Are you saying the USCG needs to have an intelligence function in order to provide Port security?
Absolutely. They cannot stop and inspect every ship as soon as it enters US territorial waters. There are too many ships and too few of them. They need to be told particular vessels are particularly suspicious for one reason or another and should be stopped ASAP and inspected or ordered to turn back under penalty of force. As a police force, they only react to crimes already committed. And a few more 911s and the Emirates and you will get your war.
