There is a relatively easy card the US can play, provided its politicians acquire a spine made up of something a bit harder than jelly: change the tax system to encourage savings instead of consumption.

A VAT similar to EU's and a gas tax equal to what other industrialized countries have will result in a drastic reduction of a lot of other taxes in the US, a dramatic reduction in oil imports, an elimination of the trade deficit, and a further improvement in the competitiveness of the US economy.
