You will note the public department of health IS a "professional governing body" for the hospitals, so under your statement, they should be able to "fix" this- which they did. But you don't like their "fix".

The proposed fix is not a "professional governing body" fix. Professional governing bodies "fix" things by setting and enforcing standards, denying accreditation, various professional disciplinary actions, jaw-boning, and the like.

In this case, either the medical community does not see the danger that you see and has elected not to set a standard to your liking or the "governing body" isn't working right. In the first case, you can try to persuade them otherwise or accept their professional judgment. In the latter case, the governing body needs to be fixed. In either case, legislators mucking about and passing a law disallowing the distribution of formula is not the answer.
