he's running into problems already Simon said the US Supreme Court had already ruled “ownership [of a town] does not always mean absolute dominion”. “If he wants to build a town and encourage like-minded people to come and live there, that’s fine. We get into problems where he tries to exercise governmental authority.” and the ACLU will have a field day down there he can build it, but he can't "rule" it if it comes down as Monaghan plans [which I doubt], my guess is some 18 yr old kids will leave to find freedoms not available in their hometown and others will feel quite comfortable staying
