This American Enterprise Institute scholar points out that Iran is replaying the Bakaa valley script. They used the script to create Hezbollah and also the reciprocal Sunni terrorist movement in Southern Lebanon.

We do not use patronage and bribery to coerce every day Iraqis. Iran does. They have a proven strategy that may outflank us.

The rewards described here would probably be financed by Iran.
