So putting sample formula in a gift bag is the problem?

I guess you and I differ on issues of personal choice.

I figure that if you give sufficient information on
all alternatives, the adult recipient gets to make an informed choice.

I think it is far too paternalistic to focus on whether provision of a sample is too enticing to override the recipient's ability to choose.

Out of curiosity, are you in favor of providing condoms
to high school students as part of a sex education class?
