Maybe you have a point for Reagan but GW isn't even rated in the category below near great (above average) but rather in the average category. If you think he should be labeled near great the problem is more with the number rating than the boundaries between the ratings. He got a 3.01 which is 19th on the scale. I don't think 19 presidents should be labeled "near great" or better. That would be pretty severe grade inflation.

I give FDR high marks for being an effective politician, and fairly high marks as a war time leader. But I give him an F on the economy.
