If you get corruption to the level of Nigeria, Russia, or New Orleans, you can be ruined. That much corruption is pretty rare in the world.

Russia is saved by the fact that it has some many natural resources there hasn't been time or equipment to steal all of them.

New Orleans and Louisiana, by diverting funds meant for levees, and having police who loot Wal Marts, among a million other things, may have (almost) destroyed itself.

By the way, this NPR (National Public Radio) report on killing in New Orleans Hospitals seems to be avoided by national media - notice it is repeated hear by religeous group (no, not Scientology or Falun Gong) -
