The difference being that the wind mills would now be placed into an area of navigation verse items on land that are not in a navigational channel. Prudent navigation is based on a combination of aids, radar, GPS, sound charting and common sense all playing an important part. I would be interested in the Coast Guards take on this. They would be able to provide as strong of insight into this issue as anyone and it clearly falls into their area of oversight.
