No. Its not very libertarian. And posting it was a whole hearted endorsement of it.

But at least its a method with market type incentives. $10bil to whoever does it compared the the government spending $10bil doing it themselves. The government contracting things out or creating a prize for some achievement is still government action, but the government switching to private contractors for say garbage collection isn't an increase in the size of the government if the alternative is for the government to collect the garbage itself.

This isn't a case of government trying to control or heavily influence the actions of a large number of Americans. The only direct impact this would have on most people is the taxes for it. It doesn't distort price signals or try to micromanage behavior.

A better goal than people on the Moon or Mars, or solar power beamed to earth would probably be a reduction in cost to orbit. Once we can get items in to space for less money it opens all sorts of possibilities, including private financing of new investments in space.

In theory the money for the prise could be raised privately. If I had Bill Gates type wealth I would seriously consider funding something like this.
