If memory serves me, the ADSL standard was ratified for 18,000 feet. Different carriers had differing ability to deliver based upon the equipment used, the age of the copper, and the number of beaks in the line between the DSLAM and user.

A coworker who was just under 18,000 feet away ran it all winter one year and the next July it stopped working. They magnanimously let him out of his contract and declined to support him. He has been happy with cable since then.
