Knowing that Saddam was unequivocally no threat nor did he have anything to do with 9/11, Bushco proceeded to manufacture "evidence" against Saddam. He spoke in inflammatory terms,claiming Saddam "possessed horrible poisons and diseases and gasses and atomic weapons...we know that Iraq and Al Qaeda have had high-level contacts that go back a decade...America must not ignore the threat gathering against us. Facing clear evidence of peril, we cannot wait for the final proof - the smoking gun - that could come in the form of a mushroom cloud..."

Four days later in Washington, Congress passes HJ Resolution 114, granting President Bush the power to "use theArmed Forces of the United States as he determines to be necessary and appropriate in order to defend the national security of the United States against the continuing threat posed by Iraq." *

Bushies stole congress in 2002 by using the Iraq War.
That year they solidified rightwing control of both houses and made sure neither side would ever question the other. Which is why Bush hasn't vetoed a single pork barrel spending bill, and congress has never investigated Bush-Cheney's high crimes.
