I assume naked shorting is still possible through the Vancouver brokerages, even though US individuals are no longer allowed to do it.

In Vancouver, the total long and short positions held through the stock clearing house(s) are only required to be reconciled every couple of weeks. This means that a naked short position can be taken and held for a couple of weeks, then gets bought in at reconciliation time, then the stock can be re-shorted the next morning. I believe offshore hedge funds can still use this mechanism.
