To which patents does the FRAND language apply?

Those that enable UMTS.

For antitrust reasons, I am sure that Q offers all patents on a FRAND basis.

Something very interesting was said by Q in the pleadings in the BRCM vs. Q case pending in NJ--when negotiations were ongoing, BRCM suddenly withdrew after taking the position that it was owed royalties on whatever IPR it was offering to x-license to Q and that it should not have to pay any royalties at all to Q for its IPR, which of course includes IPR that enables WCDMA. In other words, the proposal by BRCM would have been royalty bearing for BRCM only. When Q refused such outrageous terms, BRCM got in a huff and quit negotiating.
