Kerry is a superb diplomat. Very globally savvy. Bush is a nincompoop diplomatically. 90% of the world laugh at him and nobody trusts him. He and Cheney only have a few foreign friends, mainly oil shieks like Prince "Bandar Bush". The whole Bush family is in deep with the oil-rich Shieks and operate through Carlyle Group, which probably has a piece of the Dubai Ports deal.

He really means "collaborating" with other nations - or with their self pronounced representatives.
Like with the VC in Paris.
