That is correct. Kerry is close friends with many top world leaders. He shared that particular exchange with a small gathering of us. And the Downing Street Memos later confirmed that the British knew full well Bush was going to invade no matter what and was manipulating and fabricating intel to fit the WMD argument to invade, rather than dealing with realistic intel.
